When someone says they cannot act, what is being measured is almost always a quantity of will. Decided and did not move. Knows how and cannot begin. So what is short must be resolve — the talk proceeds in that order. But what actually decides whether a person moves is not the amount of resolve. It is whether the action has come up in front of them as a candidate at all. If it has, what remains is whether to start, and resolve tells there. If it has not, no amount of accumulated resolve finds anything to push against.
The state treated in this article is the second one. The phrase I cannot act is being used for two states with entirely different natures. One is the state where you can say concretely what has to be done and still have not started. The other is the state where the thing has never appeared in front of you as something for you to do. The first is a problem of weight. The second is a problem of absence. Because the name is the same, the same prescription gets applied to both.
Once the two are separated, several questions become answerable. Why does nothing move even after the standard advice has been followed carefully? Why does gathering more information make you better informed without changing your position? Why does each renewal of resolve work less well than the last? None of these is a question of quantity. Each is a question of whether the prescription was addressed to the phenomenon in front of it.
Some things cannot be handed over. How long it takes for candidates to increase, and in what order to work through them: neither is written here. The same number of days means a completely different amount of contact depending on the field and on the conditions currently in place. Nor does it treat the state in which energy itself has dropped and daily life no longer runs. That is not a matter for structural analysis; it calls for the involvement of an appropriate professional. What is treated here is limited to the case where daily life runs and one specific kind of action does not occur.
Separated this way, the standard advice also becomes explainable as a set. The five prescriptions that the advice reduces to all genuinely work, but they work on only one of the two states. And on the other side, what remains after they fail is not the conclusion that the prescription was misaddressed. It is the conclusion that something is wrong with you. That is where the real damage sits.
From here, the two states get separated, and the standard advice is checked against where it is applied. It then places how behaviour is generated, and how the range of what comes up as a candidate is decided. It closes with what to check when nothing moves.

The Phrase “I Cannot Act” Binds Two States Together
The phrase states two things at once: that the quantity of action is zero, and that something in you is short. Its form is not “the action is not occurring” but “I am failing to do it”. With that one shift, the object of measurement moves from the phenomenon to the person.
Measure the phenomenon and the next question is why did it not occur. Measure the person and the next question is why am I like this. The first advances toward conditions, several conditions come out, and some of them are movable. The second yields exactly one conclusion, and that conclusion carries no next move with it.
The quantity of will genuinely tells in some situations. Starting the day before the deadline. Carrying on another five minutes. Making one awkward call. What these have in common, though, is that the action is already visible as a candidate. You know what has to be done and how; all that remains is whether to start. In that state, the presence or absence of resolve divides the outcome directly.
What causes trouble is that the same measure gets applied to action that is not visible as a candidate. Changing the form of the business. Building a route that reaches people other than the current clients. Putting out what you make under your own name. When someone says they cannot do these, what is happening is not a delay in starting. It is that the thing has never appeared in front of them as something for them to do.
What has not appeared cannot be started. Record that impossibility as a shortfall of will and the record reaches the same conclusion every time. The more such records accumulate, the stronger the verdict I am someone who cannot move becomes. The way of measuring remakes the object being measured.
So the first thing to do is not to accumulate resolve. It is to sort which of the two kinds you are calling not done. One handle is enough for the sorting. If you were to do it today, can you say concretely what the first thirty minutes would consist of? If you can, it is visible. If the only form available is I should do something about this sometime, it is not.
This sorting drops one intermediate state. The procedure can be stated concretely, and you already know that finishing all of it changes nothing about where you end up. Picture the state in which every step you can name has been carried out, and ask whether you can say what has changed there. If nothing has, what is visible is the procedure, not the destination.
One caution applies after the sorting. The same person sits on different sides in different areas. Visible but heavy when it comes to production; not even visible when it comes to price. That arrangement occurs. The judgement is made about the one thing that is currently stuck, not about the person.
The Five Standard Prescriptions All Touch the Same Place
The advice in circulation reduces to five items, and all five address one single point: the weight of starting.
Here they are. Break it into small pieces and begin. Bound the time and work inside it. Reread the record of failures as learning. Accept yourself without blame for not moving. Start without aiming at perfection.
Each of them genuinely works. Large things are heavy, so make them small and lighter. Long stretches are heavy, so make them short and lighter. The anticipation of failure is heavy, so change the meaning attached to it and make it lighter. The voice that blames is heavy, so set it aside. The standard of perfection is heavy, so lower it. All five operations coincide exactly on one point: lowering the weight of the object.
And lowering weight works only on what is already visible as a candidate. Of the two states separated by whether the first thirty minutes can be named, it tells clearly on the first. If you can say concretely what has to be done, carrying out the advice as written produces results. On the second, it cannot reach, and the reason is structural. What is not visible cannot be broken into small pieces, because there is no object to break. The time cannot be bounded either, because there is nothing to name as the thing being worked on.
The problem is what remains when it does not work. The method was carried out as advertised. It was broken down. The time was bounded. Nothing moved. One explanation then remains. “If I cannot move even when it has been made this easy, the problem is me.” That conclusion is wrong: the prescription was addressed to the wrong phenomenon. Yet the misaddressing is never stated, because both states sit under the same heading.
Comparison reinforces the misreading. Of other people, only the fact that they moved is visible; of yourself, the whole process of hesitating is visible. You believe you are applying one measure, while seeing the inside of only one of the two.
If declarations and deadlines have worked for you, there appears to be a counterexample here. They do work. What those situations almost always contain is someone on the receiving end. The person you named the date to, the person waiting, the person you promised to send it back to. What worked was not resolve; it was that the presence of another person placed the action into the schedule as something real.
One further property runs through all five prescriptions. Repeatedly starting small builds a state in which only small things keep getting chosen. The unit of division is cut so that it can be handled by the procedures you already hold. What comes out is therefore a derivative of what you can already do. A week later something has genuinely progressed — in the same direction it was progressing in before. You have become able to move, and in exchange the direction of movement has been fixed. That is not a failure. It is what lowering weight structurally produces.
Behaviour Is Not the Output of a Decision; It Comes Out of the World Being Felt
A good part of daily behaviour is not decided. What you do on getting up, what you open first at the desk, how you reply when a message arrives. These occur less as judgements than as things that are simply so.
Some behaviour is decided. That portion is small, and it is not rare for it not to be carried out as decided. Read the gap as a defeat of will and no next move follows. Another description captures the phenomenon better: behaviour is generated out of the world a person currently feels to be stable, realistic, and meaningful.
Stand in that description and the phenomenon of deciding without moving stops being a defeat. What was decided has not been positioned as realistic inside the world currently being felt. What is not positioned does not become an object of execution, however firmly it was decided.
Experiences of moving through will do exist. Take one out and check its conditions, and in most cases the action was already inside your own world. You could picture yourself doing it. There were precedents nearby. You knew the procedure. As something realistic it was already visible; it was merely heavy.
For lifting something heavy, will tells. For lifting something that does not exist, will does not tell. Bind the two together as one problem and you keep applying the prescription for the first to the second.
The reverse route also operates. Changing behaviour first sometimes moves the world being felt. Doing it once, and having that experience update the positioning, is an order that holds. What can be stated is only which of the two lies upstream. Accumulating behaviour does not always move the upstream side. Behaviour accumulated while the upstream stays put continues only while it is being pushed, and returns the moment the push stops.
In exchange, this view makes self-observation harder. The world being felt cannot be observed as such. What is visible is only the behaviour and the judgements that came out of it. So the material used from here on sits in records of contact with actual situations, not in introspection.
Nothing here says behaviour cannot be chosen. Situations with a choice genuinely exist. What the generating side decides is the number of such situations. Work aimed at “widening the room to choose” is therefore work on the generating side, not practice at choosing. Increase the volume of practice and the list of options laid out stays the same.
As a side effect, this view can also be read as blurring where responsibility lies: if behaviour is generated, then it is not my doing. Take that reading and the number of things you can work on drops to zero. The positioning side is movable, so the reading that leaves something movable in your hands is the one to take.
Of the Information Coming In, What Reaches Awareness Has Been Selected
What fails to come up as a candidate is not information that never arrived. It arrived, and what reaches awareness was selected out of it.
This selection has been examined in hearing experiments for a long time. In 1953 Colin Cherry played different speech into the left and right ears and had one side repeated back (Cherry, 1953, The Journal of the Acoustical Society of America, 25(5), 975–979). What can be reported afterwards about the unrepeated side is limited to physical features such as the pitch of the voice and the speaker’s sex. The content is not retained.
In 1959 Neville Moray used the same format and showed one exception (Moray, 1959, Quarterly Journal of Experimental Psychology, 11(1), 56–60). Your own name was reported even when it ran past on the side you were not following.
Put the two side by side and the handling of input becomes visible. The input is not discarded. All of it is processed, and then what reaches awareness is selected. And the criterion of selection includes whether the thing concerns you. That the name could be identified means the sound on that side was processed too. Had it been discarded, there would have been nothing to identify.
These are laboratory tasks, and business judgement does not run by the same mechanism. What carries over is the form of it: selection occurs at the stage of input. The same form is observed for candidates for action. Information processed as concerning you rises into awareness; information processed as not concerning you passes through without rising.
And what the judgement of concerning you runs on is the sense of where you currently stand. So action at a distant position is not examined and rejected. It passes without becoming an object of examination.
Not seeing does not mean a shortfall of ability. What decides visibility is position, not processing capacity. The same person sees it once the position changes. What is short here is neither information nor ability, but where you feel your own position to be.
What Never Became a Candidate Cannot Be Counted Afterwards Either
What produced no judgement leaves no record. So its absence cannot be counted after the fact.
Things you decided not to do are recallable. The job you turned down, the project you dropped, the investment you passed on. A record of the judgement remains. Alongside them sit things you did not do and have no memory of deciding against. Those cannot be recalled. Not because memory failed, but because no judgement ever occurred.
Here lies what makes the phenomenon hard to handle. What never became a candidate is not visible afterwards either. What is not visible cannot be counted, and what cannot be counted does not become an object of treatment. So the awareness of not being able to act arises only about things that were in the candidate set and were not started.
That the field is narrowed is itself reasonable as daily operation. Raise the number of things requiring judgement without limit and life stops running. Without a function that narrows selection, deciding on the morning drink would consume the day. Narrowing is a function, not a defect. The question is when the criterion for narrowing was set.
The current criterion was built out of past experience. What held when you tried it, what you watched happen around you, what was repeatedly said to you. Out of that accumulation comes the sense that roughly this much is appropriate for you. Under the conditions of the time, the sense was accurate.
Conditions change, and the criterion does not update on its own. Updating requires information from outside to reach awareness, and information from outside does not rise. There is a loop here: the range maintains the range.
The loop tightens with time. Accumulate experience inside and the resolution goes up. How long things take, whom to ask, where the snags appear. That is an asset. At the same time, more can be handled inside, so the need to go outside falls. As the need falls, occasions of contact with outside information fall with it.
Skill works in the direction of stopping the update. So the sense of having become less able to move than before is usually not a decline in ability. The inside filled out, and the outside receded by exactly that much.
The loop has one point where it can be broken from outside. Candidates that never came up on your own come out of other people’s mouths. The content of an enquiry, the assumptions a person brings when they consult you, the reason given when you are turned down. None of these passed through your criterion, so they arrive by going around the loop. The material for increasing candidates rides on the number of contacts with outside, not on thinking time.
Not all candidates arriving from outside are valid, however. They came out under someone else’s criterion, so many of them do not fit your conditions. Selection is needed, but selection can only be done after candidates have appeared. Do both at once and you drop each one against your own criterion as it arrives, which erases the increase as fast as it comes.
A Position Away from Home Is Not Held Because the Function Is Working Correctly
A state outside the range is not held as it is. Within days, or within weeks, it returns to the original position. That return is not a failure. It appears as the result of a function working correctly.
On the biological side there is a mechanism that holds the interior steady while outside conditions move. Something of the same shape is observed for the range of behaviour: once displaced, a restoring motion keeps running, without passing through awareness or judgement. The article that handles this function with its name and its academic attribution is a mental block is not a defect, so what is placed here is only how the return shows up in observation.
Rereading it changes the next move. Read it as my will was short and the next move becomes increasing will. For what has not risen as a candidate, that move has nothing to push against. Read it as a restoring motion ran and the next move splits in two: weaken the motion, or reset where it returns to.
On the weakening side, the cost cannot be read in advance. Resetting is possible. Change where it returns to and the same motion works in the opposite direction. The strength of the force does not change; only its direction does.
And the function has a property that makes it hard to observe. The return arrives in the form of a decision.
When returning, few people consciously decide to stop. Instead, a plausible reason rises first. The timing is bad. A little more preparation first. The job in front of me comes first. Each of them holds together. Because they hold together, they are adopted as judgements.
At the moment of adoption, what the record holds is not returned but judged. So the number of returns cannot be counted from the record side. What is lined up there is a series of individually reasonable judgements. This invisibility is what makes the restoring function get estimated as weaker than it is.
The discomfort felt along the way calls for the same rereading. The new position is still outside. A state outside is, by definition, a state where load arises. The discomfort appearing is not evidence that the thing does not suit you; it can be read as evidence that the position is in motion. Without that rereading, you deliver a verdict the moment discomfort appears, return, and record the return once more as a matter of will.
Applying the rereading to every discomfort introduces a different error, though. Situations where the procedure is simply bad show up as the same resistance. The steps are not organised; the necessary information is not gathered. These get lighter once they are put in order. What serves as the test is passing through the same situation twice. Lighter the second time means the procedure; unchanged means the position.
Placing the Destination First Reverses the Judgement of What Concerns You
There are two operations for increasing candidates, and under one of them candidates do not increase.
One takes the present position as the starting point. Try what sits next to what you can already do, and when it holds, move to the next one along. It is clear, and for a certain distance it genuinely advances. Because what can be reached is limited to the neighbour of the present position, the trajectory follows the line of extension.
The second places the destination first and views the present from there. What moves is not behaviour but the vantage point from which the present is measured. Push that vantage point outward and information that used to pass by as unrelated starts being picked up as related.
The direction in which something placed on the future side works on present conduct has been treated in research on the self-concept. In 1986 Hazel Markus and Paula Nurius argued that the self-concept is not made only of the present self but is a set that includes the self one wants to become, the self one could become, and the self one wants to avoid becoming (Markus & Nurius, 1986, American Psychologist, 41(9), 954–969). What is being treated is not physical time but the position of the criterion by which the present is evaluated.
Placing a destination and holding a wish are different things. A wish is placed on the line of extension from the present. A little more income than now. A little more ease than now. These are differences measured from the present, so the criterion itself does not move.
There is a condition on where it is placed. What is placed within reach does not function as a destination. One question is enough to tell them apart. Picture a day in the life once it has been realised, and see whether a day of the same shape as now appears. If the same shape appears, what has changed is a value, not the form.
Immediately after placing it outside, the sense of reality lags. You have not been there, so nothing in your experience backs it up. Read that thinness as a mistake in placement and the position gets drawn back within reach. Draw it back and the thinness goes, and once it goes, the destination is sitting on the line of extension again. The fork is here.
A cost arrives with it. For a while after the destination is placed, the work in your hands looks thinner in meaning. While it looks thin, that same work is paying for the transition. Let go of it on account of the thinness and the support goes first.
One more thing: the position can be moved later. Nothing requires a destination placed once to stay where it is. When results come back from handing something over, you learn whether the placement was too far out or still within reach. Reset it at that point and the candidates picked up along the way stay with you.
Where “Start Small” Works and Where It Does Not
One phrase, start small, points at two different operations. One of them works; under the other, the division itself does not hold.
The one that works lowers the weight of action already visible as a candidate. What has to be done is settled. The procedure is known. It is merely heavy. Here division works straightforwardly. Start on the first piece and the rest follows.
The one that does not work tries to divide a move that has not come up as a candidate at all. The reason is that the unit of division is set by the procedures you currently hold. You cut so that the pieces can be handled by what you already have, so every piece falls inside. You are trying to cut something outside using an inside unit, and what can be cut is only the part that overlaps.
Break down “change the form of the business” and what usually comes out is gather information, read a book, look into it. These can be executed. Executing them even produces a sense of progress. Every one of them, however, is an action executable while the current form stays exactly as it is. So going round this division any number of times does not move the position. What moved is the quantity of knowledge.
The expectation that more knowledge eventually makes things visible holds for resolution. The resolution of what is already in the candidate set does rise. What is not in the candidate set does not get selected as an object to look into either. What decides what you look into is also the current range.
So what does work? Setting the unit of division from the destination rather than from your current procedures. A unit worked back from the destination has a shape your present procedures cannot handle. Because it cannot be handled, it comes out ungainly at first. Being ungainly is the mark of not being an inside unit.
Concretely, the unit becomes “hand it over in that form once” rather than “gather information”. You hand it over before you are ready, so the quality is low. Even so, at the moment of handing it over, an action that was outside comes inside once. What has come inside once rises as a candidate from the second time on.
Failure is built into this route. You move before you are ready, so the number of things that do not go well rises. These failures did not occur on the weight-lowering route. They did not occur because you were moving only inside.
The claim that one handover brings it inside needs a limit. If the result of handing it over is bad enough, the form moves in the direction of dropping out of the candidate set. What one attempt settles is the weight attached to choosing that form next time. So choose the first one at a counterpart and a scale where losing it will not tip the business. Keeping it small is not for lowering weight; it is for leaving yourself in a state where a second attempt is possible if the first misses.
When Nothing Moves, Look at Three Things in Order
What is being checked is not a procedure but a judgement about which of the two phenomena you are in. There is an order to it.
First, is it visible as a candidate? If you can say concretely what would be done and how, it is visible, and the problem is weight. Breaking it down and bounding the time both work. If it is not visible, then however light you make it, there is no object to start on.
Second, if it is not visible, where has the destination been placed? What is checked here is whether that position sits within reach or outside it. The usable question is whether, when you say it aloud, the reality of it feels thin to you. Feeling thin means it sits outside. Feeling entirely natural means it is being processed as an extension of the present.
A thin sense of reality is not evidence that the thing is out of reach. It is thin because it is being viewed from the present position. You do not move once it comes to look natural; how it looks changes because you placed it.
Third, seen from that position, what does the present form look like? Place the destination outside and look at the present from there, and part of what you are doing becomes visible as something that will not reach if continued as it is. At the same time, things you had thought unrelated become visible as related. Whether that change in how things look is occurring is the indicator of whether the position has moved. Not the quantity of action. Quantity follows afterwards.
Is nothing moving because resolve is short? What is short is not resolve but the object to push against. And because the state with no object and the state with a heavy object look identical from outside, both have been called by the same name.
Separate the two and the account of will gets its place back. For what has come up as a candidate, resolve genuinely tells. It fails only when applied where no candidate exists. So nothing here denies will. It confines the place where will operates to the inside of the range.
Which of the two you are in is something these three checks can settle. How far to carry it after that varies with the stage of the business and with the state of the work currently running in your hands.
Resistance that rises when you try to move outside is taken apart in a mental block is not a defect; where placing the destination first conflicts with the transformation manual is in self-transformation does not last because the order of changing is reversed; and the conditions under which candidates rise, seen from the recognition side, are in inattentional blindness is not something to remove. Where the relation between behaviour and range sits within recognition as a whole is surveyed in what cognitive science shows is that behaviour is generated out of the world being felt.
